I understand that DB is introduced to incentivise miners to transition to POS since mining would become impossible after certain point under POW. But since miners could just fork and remove it, why does it matter? Assume that given their sank cost of mining machines, miners will be unhappy about transition to POS with or ::Listen

Scenario 1, without DB Chain 1: POS chain, Chain 2: Miner forked POW chain

Scenario 2: with DB Chain 1: POS chain, Chain 2: Miner forked POW chain with DB removed

so this is just miner rebellion with one extra step and does not make a lot of difference?
